ARTIFICIAL RAIN - For the arid regions !!

When the water drops in a cloud are too small or there are not enough ice crystals to create rainfall, we can use artificial ways to create ice crystals or help small water drops grow, and thereby facilitate the formation of precipitation. This human influenced weather phenomenon is called artificial rain.

Yes, artificial rain is used in number of countries. 
China creates billion tons of artificial rain every year. 
Artificial rain is produced by spraying clouds with substances like Silver Iodide (costly) or cheaper ones like solid carbon dioxide (dry ice) or even finely powdered Sodium Chloride.

It's a practice of artificially inducing or increasing precipitation through clouds by adding external agents. The foreign particles which are drenched over these clouds can be Dry Ice(solid carbon dioxide), Silver Iodide, Salt powder etc. 
This process is known as Cloud Seeding. ( CLOUD SEEDING )
The largest cloud seeding system is in the People's Republic of China. 
They believe that it increases the amount of rain over several increasingly arid regions, including its capital city, Beijing, by firing silver iodide rockets into the sky where rain is desired.

For the uninitiated, cloud seeding or weather modification is an artificial way to induce moisture in the clouds so as to cause a rainfall.
In this process, either silver iodide or dry ice is dumped onto the clouds by using an aircraft or an artillery gun which leads to a rain shower.

FLOOD PREVENTION - Automatic Emergency Water Gates Along The Riversides - A probable option ??

Flood due to raging rivers from excessive rainfall is a very common scenario across the globe, because engineering and technology is yet to invent anything till date, to control the weather's wrath. If we can construct huge underground car parking areas, then humans can also construct underground concrete water reservoirs, because that day is not far off, when humans has to accept and realize that preservation of rain-water and river-water, will be much more important than owning fleets of expensive cars. Whenever there is an excessive rainfall in any geographical region with rivers and its tributaries, the river gradually starts flowing above the threshold/danger mark.  I hereby propose to construct automatic emergency water gates along the riversides, at a little lower level as per the danger mark scale.
